EfE implementing institutions: bodies responsible for implementing the Pan-European Biological and Landscape Diversity Strategy (PEBLDS)

At the 1995 Sofia Ministerial Conference the Pan-European Biological and Landscape Diversity Strategy (PEBLDS) was endorsed. The PEBLDS was designed as a European response to support implementation of the UN Convention on Biological Diversity and focuses on stopping and reversing the degradation of biological and landscape diversity values in Europe. At the 2003 Kiev Ministerial Conference, the "Kiev Resolution on Biodiversity" was endorsed. This Resolution includes targets aiming at halting the loss of biodiversity in Europe by 2010.
At the 2007 Belgrade Environment for Europe conference, the Belgrade Statement on Biodiversity was endorsed and the mandate was renewed for continuing PEBLDS related work:
Paragraph 14: "(...) We, the Ministers and Heads of delegation of States participating in the PEBLDS process and of the European Commission, reconfirm our commitment to work towards the achievement of the targets in the Kiev Resolution on Biodiversity and will continue to cooperate with PEBLDS and to support the implementation of the Pan-European Ecological Network as an important means for the conservation and sustainable use of biodiversity in Europe. We are also committed to strengthening the integration of biodiversity and ecosystem services into relevant horizontal and sectoral policies. We, the Ministers and Heads of delegation of States participating in the PEBLDS process and of the European Commission, endorse the Belgrade Statement on Biodiversity."
Today, the PEBLDS primarily represents a forum for governments, inter-governmental organizations, non-governmental organizations, the private sector and other relevant stakeholders to promote, coordinate and implement national and regional actions to conserve and use in a sustainable manner biological diversity in the pan-European region. The implementation bodies of the PEBLDS are as follows:

The PEBLDS Council, which is the decision making body. PEBLDS Council membership includes national government representatives and observers.

The PEBLDS Bureau, which functions as the executive support to the PEBLDS Council.

The Joint PEBLDS Secretariat located at the Council of Europe and UNEP.
