EfE work themes: state of the environment assessment and monitoring

On this web page, information on two major EfE activities related to state of the environment reporting can be found:

  • Pan-European state of the environment reports (an activity coordinated by the European Environment Agency)
  • Environmental Performance Reviews (an activity coordinated by UNECE)

In addition, this page offers information on the work of the UNECE "Working Group on Environmental Monitoring and Assessment".

The interested reader may also want to read our web page on a related work area, sustainable consumption and production.

Pan-European State of the Environment Reporting

For the 2007 Belgrade Environment for Europe conference, the European Environment Agency (EEA) prepared a report entitled "Europe's Environment: the Fourth Assessment". View the entire report (as presented on EEA's dedicated website), or, select any of the following direct links to selected chapters of the report:

  • Chapter 1: Europe's environment in an age of transition
  • Chapter 2: Environment and health and the quality of life
  • Chapter 3: Climate change
  • Chapter 4: Biodiversity
  • Chapter 5: Marine and coastal environment
  • Chapter 6: Sustainable consumption and production
  • Chapter 7: Sectors that drive environmental change

Environmental Performance Reviews (EPRs)

Since 1991, OECD is preparing environmental country reviews, primarily of OECD Member countries. At the 1993 Lucerne Environment for Europe Conference, Ministers decided that the environmental performance review (EPR) program should be extended to non-OECD member states in Europe and mandated UNECE to carry out this extended program.

EPRs contain useful information on and recommendations for the environment sector in a given country.

Since 2003, Environmental Performance Reviews have been prepared for the following countries (click on the link to view the respective report):

  • 2008: Kazakhstan (view draft report)
  • 2007: Montenegro, Serbia
  • 2006: Ukraine
  • 2005: Belarus, Moldova
  • 2004: Bosnia and Herzegovina, Tajikistan
  • 2003: Azerbaijan, Georgia

Countries to be reviewed in the near future include:

  • 2008/2009: Kyrgyzstan
  • 2008/2009: Uzbekistan
  • 2008/2009: the former Yugoslav Republic of Macedonia

Additional information on UNECE's EPR program, including EPRs completed before 2003, can be found on UNECE's EPR website.

Working Group on Environmental Monitoring and Assessment

A "Working Group on Environmental Monitoring and Assessment" is active in the areas of harmonized and cost-effective environmental monitoring, assessment and reporting, with a view to supporting decision-making processes and contributing to streamlining international reporting in the UNECE region. In particular, the Working Group contributes to:

  • The development of assessment reports on the state of the environment by the European Environment Agency (EEA);
  • An appraisal of monitoring and assessment requirements within the framework of the "Environment for Europe" process, as well as national and international monitoring and assessment requirements, including obligations under the relevant multilateral environmental agreements.

At its 15th session held in April 2008, the UNECE Committee on Environmental Policy adopted revised terms of reference for the Working Group: view revised TOR (see Annex III).
